WebOverview Cerebral palsy is a group of disorders that affect movement and muscle tone or posture. It's caused by damage that occurs to the immature, developing brain, most often before birth. Signs and symptoms appear during infancy or preschool years. WebHypertonia is a condition in which there is too much muscle tone. This can make it difficult for a child to move their arms or legs. Muscle tone is controlled by signals that travel from the brain to the nerves. These signals tell the muscle to contract. Hypertonia occurs when there is damage to the brain or spinal cord (central nervous system).
