WebbIt appears to be a slight mismatch in the colors of the head and the body, resulting in a visible neck seam. Also, a seam near the wrists, but with that, it doesn't look like to be a mismatch in colors. It's effecting all NPCs, whether it be named NPCs or just bandits, except for custom followers that I've downloaded.

If this is just affecting your PC then it would point to something you are doing or have done, perhaps in Racemenu.
